If a tornado wipes out my house, I pick up the peices and start over again - I don't wait for the national guard to haul off the mess, FEMA to hand me check and Habitat for Humanity to build me a new one. Cities are built on flood plains because they offer nice level building areas with few surprises in the way of rock and utility installation. Initial cost is low, long term cost is high.

There is no known history regarding its origins or what service it had done, but the following work was undertaken alone to bring it up to show standard.
