Switch sides with the front wheels/tires and see if the situation changes or remains the same. No change would indicate an axle /spindle related problem and a change will make the tire/rim suspect. While you have the tractor on the jack grasp the tire at 12 o'clock and 6 o'clock position and see if you have excess movement. There is a chance of a bearing/spindle problem. Compare the right to the left to see if there is a difference. Keep us posted of your results.
