I've thrown winter wheat out on bare ground to hold dirt on a hillside over the winter and the stuff comes up like gangbusters. Done the same with timothy. I'd disc, broadcast it and then drag it in with chains or an old mattress coil spring. Works great and is finacially sound!! All you need to do is cover it - did mine with a 3 wheeler. The tractor will compact the ground and leave ruts. I have drug a drill behind my disc on my last cultivating pass and that works well too.
