Evinrude built blue motors like you describe in the 50's or early 60's. johnsons were green. Both were divisions of OMC. Think the Bombardier Co. out of Canada bought them when OMC went belly up a few years ago. They used a dual line to pressurize the remote fuel tank and send fuel to the carb instead of a fuel pump. The things that look like cooling fins are probably casting ribs on the cylinders and the intake tunnel port covers fron the crankcase to the cylinders. Most likely water cooled with a pump impeller just above the lower unit gears. Think the big knob is a high speed fuel mixture adjustment and one of the others is a low speed mixture and other is possibly the idle speed seting.The throttle clever that goes from side to side also controls the spark advance on the magneto. With the cover off you may see a cylindrical object in front of the carburetor that will be a silencer for the intake air folks often confused it for an air filter. This motors will probably use a 16-1 oil mix and it sounds like it is about 5-10 hp. It has been a number of years since I worked on them. Johnson usually had one that was about the same h.p. in their line, but Evinrude was usually a little more upscale.
