What type of primer to use?

I am in the process of restoring a 1951 VAC. I bought a video on tractor painting from one of the links on this site. They showed sanding the sheet metal, then priming with sandable lacquer based primer. I read in this quarters Old Abe's News, that lacquer based sandable primer has poor adhesion and that you should first prime with an enamel based primer. This makes sense, especially on metal sanded down bare. Any thoughts or experiences on this? Can you use lacquer based sandable primer over enamel primer?
