If it is an expansion plug, looks like a short cup, then I would get one that is a snug fit before it is inserted. The outer edge of the cup should be even with the block surface after installation. If it is the other type of plug, welsh plug??, then you should also get one that would be a snug fit (just barely fits). The convex side should be facing out when installing. Usually this type of cup, stops when it hits the shoulder in the hole so it won't fall in. After it goes in, it should expand at the shoulder after a couple of wacks. If it does not have a shoulder in the hole, then it should use an expansion plug.
