Make sure the brass seat for the inlet needle and seat has a asket under it, and is screwed TIGHT into the carburetor body. Use a WIDE screwdriver. Make sure the seat has not been "burred" by a slip of the screwdriver, that is causing the needle to bind. Be sure the float is not "heavy", and is not bent, causing it to bind against the float bowl. I rebuild a lot of carbs, and I can't recall the last one that gave trouble with "running over". IMHO, the guys that are always getting the "bad" seats are darned unlucky, careless when installing them or simply "blowing smoke". I simply haven't seen the rash of "bad seats" there are so many posts about.
