Axle Shims

I have removed all the shims on my axles and still can't get them to touch at the ends. The tractor is a 1940 9n but the rear diferential housing has a 8n in the side of the casting. Are these parts not compatable? With all shims removed I still have about .060" end play. I didn't replace the bearings but a friend said thats not the problem. Thanks for any help.
