No. If the carb has been sitting for a long time..the liquid gas is gone. What is left is a varnish that coats the inside. If this varnish is in the small orifices, then it has to be cleaned out manually. Carb has to come apart. If you can start it and run it, then you can put in a gas additive like Techron or B-12 into the fuel and that will clean it out. If it won't start..then you're back to pulling the carb apart.
