Does the power take off work? If it does not, It most likely is the torque limiter or input shaft bad. Note that the will turn when not engaged. Can the tractor be towed. If it can the disconnect is disengaged. It could be as simple as a stuck valve spool in the transmission or it could be very expensive to fix. Some parts are not available.
