Deisel problems

I have a MF 235 with a 3cyl. Perkins deisel that won't run properly. I adjusted the valves, changed the fuel filter twice,cleaned the injectors and had the pressure reset on them,blew out all the fuel lines,cleaned the filter in the injector pump, bled the fuel system numerous times, and checked the pump timing. It still hesitates slightly when throttling up from idle to about 1200 rpms. Sometimes after bleeding out the system it idles correctly at 750 rpms but after 30 minutes or so of running it runs rougher at lower speeds, loses power and idles at 550. Opening up the bleeder screw on the pump when it's running increases it's speed and smooths it out . Any suggestions?
