Believe it or not, it is illegal to sell an air rifle in Fayette County, Kentucky. That having been said, I would go with the rest of the folks on here in recommending that you consider a bolt action, even single shot 22 rifle and let them shoot short rounds. I know a few gun stores in the area where you can get a nice 22 rifle used under $100 and they will have it forever. I started my boys that way and I have never regretted it.
