JD 404 industrial winter project

I have a JD 404 industrial. I purchased it with the head off, and pistons out. The owner was getting water in the oil. He removed the head, and replaced the head gasket. Water still got into the oil. He removed the head again, and gave up. Where do I start to look for the water leak now? Are these 4 cyl motors noted for a problem like this? There is a farm tractor with the same motor, but I am not sure of the model. Thanks for any help, Stan
