You must be speaking of a frostproof hydrant? If my F.P. Hydrant drain hole ever plugged, I would try hooking up some compressed air (not more than 50 or 60 PSI) and blow back thru the hose fitting with the valve closed. Don't know if this would work, but the air just might find its way thru. Of course if the whole thing is frozen, you would have to figure a way of thawing it out first. Heat tape, torch, electric welder?
