The first team in came up on the makeshift barrier that the 12 build, and they radioed back to a second team who would relay that information to the command center. Since they were in protective gear that would hamper the clarity of the transmittion. The first team is reported to have said that they have located the barrier and the miners (have located their position), but said nothing of their status. When that was relayed to the command center, somebody used their cell phones to call their friend/coworker's family and said that they were found alive. The company officials at the center said that thye would not release any information until it's verified. It was probably at least an hour or so before the news of the celebration in town came back to the command center. Someone, without clearance, took information, came to their own conclusion, and released the new information on thier own.
