Depends on where you are in your time zone. You could be in CT as far East as IN or as far west as ???. Sun would be up for the East person first. Around here (s w Pa) sunset gets back to 4:52 on Dec 18 or 19 and even by 21st or 22nd(shortest day) it is back up to 4:53 or 4 but the morning sun keeps coming up later. Probably cause I'm at about 40degrees N latitude. Have been gaining about 1 min a day in evening(sunset), but lost about a min in the mornings(sunrise) til about Jan 7 or 8. Today (10th) gained a min on both ends.
