What skip is saying is that the plastic ring inside the governor,which is internal to the fuel pump, has come apart. Small pieces of this ring have plugged up the return line. With the line plugged, the transfer pump can't pump fuel, so the injector pump is starved. I understand this should not be an expensive repair if you shop around. If you check the archives over on the John Deere board some guys have even changed the ring themselves. Hope this helps.
