I don't know the whole story here, but have you considered that maybe the pump itself is bad? Changing the oil is the tractor equivalent of blood letting, an ancient "medical" practice that was supposed to cure the body of many ailments. If it didn't kill the patient, it certainly didn't cure them... It's good to change the hydraulic oil once in a while to flush some of the crud out of the system, but changing it to cure a problem? Waste of time and money. The filter, on the other hand, could be a possibility if the tractor was poorly maintained. Normally that would only cause slowdowns and low pressure, not a complete failure. Nope, if everything is dead, it's probably the pump.
