No, we got them here too. A friend of mine is a perfect example. He rented a car dolley (no brakes), doesn't have any experience towing. He was towing an antique car one day while he was a little tired and got into a dilly of a pickle. The car started to weave, ripped off the ball, and with the safety chains spun the tow vehicle around a few times, and into on coming traffic. Luckilly, it was 3 in the morning and there was no traffic. I told him to sue the rental yard for giving him a vehicle without brakes(total weight of everything was close to 10000 lbs.). I'm a certified trailer builder and would have been happy to due my part and prevent junk like that getting on the road. He didn't do it, but he's never towed again. He was too busy buying new shorts.
