It's normally the trailer weight that kicks you into the CDL. 10,000 lbs. and over requires a tractor-trailer license and most states won't give you a tractor-trailer license without a CDL unless you're in a fire department or one of the few other non-CDL categories. You could run 32,000 lbs without a CDL as long as less than 10,000 lbs was the trailer (Say a roll-back truck at 24,000 lbs and a 8,000 lb. trailer.)
