Hand brakes, I suspect, were an outgrowth of what farmers were used to in the horse-and-buggy era. My 1938 F14 has a single foot brake that actuates both brakes, and individual hand brakes that brake each wheel separately for turning tightly. Most later tractors (say, as a guess, after 1950) use individual foot brakes for the same purpose.
