What year is your 6.5? (I believe there are dome differences over the years in the fuel pump's power circuit.)

Generally, the lift pump is powered during cranking, or when the oil pressure switch closes.

The oil pressure switch switches POWER to the pump, not the ground.

Some trucks have been modifed to bypass the oil pressure switch, so the pump runs all the time, and there's at least one outfit selling a harness and relay kit to power the pump, without the oil pressure switch having to carry the load.
