Thanks larry I have now solved the problem and you were right, the pedal was jammed in the lock position. i am new to tractors and I thought they all steered like that!! Its been locked ever since I bought the tractor!
I could not free the pedal from the outside, and had to unbolt the casing and swing it away with an engine crane before driving out the pedal shaft with a drift. It was well and truly stuck!
incidentally, I was advised NOT to dismantle the shaft at the brake arm. Good advice, as this keeps the whole assembly together and makes reassembly easier.
