Starter won't engage

'68 4020 diesel. Each battery shows 12volts. I'm getting 24 volts between neg. stud on coil and pos. stud on side of starter. When I try to start the tractor, the bendix runs out and hits the flywheel and spins but doesn't engage enough to turn the engine over. If I jump the tractor with my pickup, it starts the first time. I had the starter rebuilt and a new coil put on. After re-installing the starter, it does the same as before. What could be my problem? Also, my book says when using jumper cables to start the tractor I should place the neg. cable on the neg. post of left battery and pos. cable on pos. post of the right battery. The previous owner of the tractor hand wrote in my book to place neg. cable on pos. post with ground wire of left battery and pos. cable on pos. post of right battery to jump the tractor. His way is the only way the tractor will start. Which way is the right way? Grateful for any help.
