The closer that you are to the hitch, the more force it would take to lift the mower, due to leverage. The front wheels would not be very far from the pivot point. They may actaully wind up in front of it on some mowers. A brush hog is a very heavy device, and intended to go anywhere. It is also as long as it is wide, so the weight goes back a long ways. The force applied to front wheels to actually lift a brush hog, assuming it is pivoting at the lower arms, would be tremendous. Odds are the wheels would just dig themselves into the ground. The rear wheels, on the other hand, are a long ways away from the pivot point, so they have quite a mechanical advantage. I guess that the hitch could be designed so that the mower floats and is not actually supported at all by the lower arms when it is down all the way. If doing you lawn, this might be OK, but in a rut-filled pasture or out in the woods, the wheels would drop into ruts and you would be trimming the dirt. Also, the front wheels would have one heck of a time going over rocks if they encountered one that was fairly large in size compared to the casters, not good for the tractor, or your undergarments.
