Alan, when I was an IBEW app. my wife and I bought a small house for a starter home. 30+ years ago.
She kept telling me she was getting shocked while doing dishes or washng her hair in the kitchen sink. Of course I said "ya"ll right", until one evening I"m in the tub running my bath and reach up to turn off the water and ZOWIE..
Apparently when the contractor install the meter base on the side of the house he thought he"d take a short cut and split the neutral and use the lag bolt and a washer to splice it. GGRRRRrrr
