Engine dyno test

I had a guy do a dyno test on a tractor that I was intrested in buying. It was an AC D19, it dynoed about 68 HP which is 4 hp less than what is rated for. He said it smoked just alittle on start up then cleared up after it was running. My question is HOW acurrate are these dyno test? Does it sound like this motor needs over hualing?
