I believe the reason is insurance related, my dad used to work for a propane company and in the last few years, the insurance company told them the following. If the tank is empty when the driver comes to fill it, they must do a leak test before leaving the place, and charge 25 dollars for it, think it's $50.00 for the second, they will do this 4 times and then just pick up the tank and you can go to another company, after the first one they recomend they go on keep fill, but have some that end up getting the tank pulled out, and if it's a customer owned tank they won't fill it anymore, there have been a couple of deals around here, with other companies, where everything had been there for years, and about the time the tank was about ready to be filled it was empty, the tank was filled, only to find out a few hours later that the home owner had been messing with the gas lines in the house and you can guess the rest, from what I read in the gas magazine a month ago it sounds like things might be getting worse when it comes to the lawyers and insurance companies finish with "their" new policy.
