The liability issue is a big factor.Mower blade steel is critical, too hard and it will break, too soft it wont stay sharp.A fellow was mowing with a push mower, struck a stump, the blade broke and cut his foot off. When I was doing mower service I used blades that cost more because I was covered by the makers liability policy.I found many blades held on with common bolts instead of grade bolts.Welding on mower blades is stupid, dont do it.I have seen weld failures where the weld was good but the steel cracked a short distance from the weld.Another dumb stunt I see often, people giving small children rides on riding mowers while cutting grass and on garden tillers.Tractor operators have been killed when steel breaks loose from bush hogs.
