They are in front of that part and extend in toward the bearing. The part you are refering to cannot be removed till you get this retainer off, it fits over the splined axel and a pin goes through and drops into one of the splines so it can't turn. This one is frozen to the point that it seems welded. Probably caused by calcium leaking from the wheel over the years it was sitting.
