Along with the vinegar I've also had good luck using newspaper instead of a paper towel or cloth rag for the initial scrubbing. The paper has more courseness than a typical paper towel or clothrag so it cleans alot better without the potential to damage the glass you'd have with a scouring pad, etc. After the initial cleaning with the vinegar and newspaper go back and try the regular glass cleaner and paper towel for a finish clean. As an extra note, I've always had good luck with ZEP's glass cleaner. I drive a Freightliner with a large flat windshield which tends to splatter more than it's fair share of bugs. I can usually clean it using the ZEP by just spraying it on and wiping it off, with maybe a minimal amount of scraping reserved only for the "gutsiest" of critters.
