That problem can also be caused by a carb that isn't set correctly. What happens if you grab the governor rod nd hold it instead of letting the governor do its thing?? If when you grab it and open up the trottle does the engine run at the same rpm of does if still jump up and down. If it still jumps up and down its probably the carb.
