I don't know much about Fords in particular, but I have done some governor work on other brands and it sounds like your governor is out of adjustment. It's sounds like it's surging and there ought to be an adjustment for that. Get yourself a good service manual for your model tractor, either from a dealer or an IT manual. There should be a governor set-up procedure in the manual. Follow it and get it adjusted properly. If that won't cure your problem, then you may have other problems inside the governor, like worn parts. The manual should cover repairing that too. At least, that's what I would do.
