The big screw going straight down can affect the total steering effort, but the turnbuckle controls the left/right balance adjustment. The turnbuckle is parallel and on top of the cylinder behind the grill. If the little pins at either end of the turnbuckle are badly worn, you may never get it to work right until you replace them.
