Unknown tractor front tri-gear

After getting the sweeper tractor out from indoor storage , I find I can't steer it..Let me describe just what kind of beast I'm talking about..Imagine a late 60's Ford 3000 gas..There's no steer axle where it should be..The engine is just sort of hanging out there..The rear of the tractor has a sort of grader boom attached to it. There are tricycle wheels on a tractor nosepiece attached to the grader boom with an 8 foot sweeper attachment hanging midway..I don't have a clue what brand of tractor this nosepiece is off of..The only number on the casting is 310L10 Any one got any ideas????I've got to disassemble it to find out how bad the rust damage is..The sweeper attachment is a " Standard Haven " brand....She's a peach...
