I don't know anything about LA wetland regulations. Here in Massachusetts we have, perhaps, the most restrictive wetland laws in the nation and even here you can get a permit to convert a wooded swamp into pasture for raising animals. It's not fun or cheap to do so, and there are restrictions on what is allowed. However, it is a lot less painful and less expensive than being made to turn a pasture back into a wooded swamp.

You can probably get a very good idea as to how restrictive wetland regulations are in LA by looking at your state's web sites, and the Army Corps of Engineers web sites.

But the way, there are places where all the trees were cut and wetlands were drained. They are called deserts. Or former villages buried in a mud slide. Or former cities destroyed by storms.
