When my 18 horse B&S started doing that, it was the plastic gear on the starter had worn down and would not engage the flywheel. Common problem on these engines. Not expensive parts and can be done yourself. If you have same engine as mine, the back bolt that holds the starter on is a bear to get off due to where it's at. Spring can take off flying on you when you take the starter apart if you're not careful. If you can get starter off yourself you can easily see if that is the problem. May just take starter to your local mower repair and they can fix easily.
