Sounds like a clutch. If the brake was stuck and wouldn't release, it would stall the engine as the clutch was released or at least pull it down, but if the clutch releases and the tractor doesn't go but the engine still runs OK, it is probably either the clutch or somehow it isn't in gear. It sounds silly, but check to make sure you are in gear. I am not familiar with that brand of tractor but if it has two sticks like mine, and one (the range shift) is in neutral it will act like you describe.
