I had the same problem with a ford 4000 and apparently the number above the brake pedal is the right one but I do not have my Ford Shop manual near this computer to confirm that. Anyway I suggest you to buy Implement & Tractor repair manuals because they cover all 3000 ford tractors.
When I repaired my Ford 4000 with Select-O-Speed transmission, I worked with both Ford and I & T shop manuals and the reading of one can help understanding the ohther.
