Volume does play a key role here, but even with the volume discounts, and we are talking a very large volume, the reduced costs just don't seem to be there. I do understand though that when a chain store the size of TSC shops for inventory, they can pretty much name their own price, which is most likely what is happening. As always, the little guy doesn't stand a chance.
