As previously stated. Retarded timing causes over heating as does detonaiton/knocking that you can not hear.
At that age of tractor even a new fan belt may not help much. Once the pulley grooves become worn a bit they will not grip the belt properly. As glazed slippery belt sometime sisn't obvious to the eye either.
The flushing of the lime/scale etc from the inside is a good idea. Without a doubt somebody has used tap water in the cooling system and laid down a layer of heat insulating crusty stuff in the rad. Demineralized or distilled water or wish you had.
