I agree, sounds like a vacuum supply issue. I bet that the shutters are in the default position. I had a Chevy Astro van that I ended up replacing the supply line on. It was some sort of plastic tubing that failed. As the others have said, Look for the vacuum accumulator under the hood and trace all the lines from there. A service manual may come in handy.
