Tread adjustment JD 520

I am trying to narrow the rear tire width on a JD520. The manual says the 2 "jack bolts" need to be threaded in until the outer groove on the bolt head is flush with the outside of the wheel. I can't get them to thread in that far. They are not frozen but they only thread in about half that far.
