I would get the magneto rebuilt and then get the tractor running first. Although the engine was rebuilt, it has been sitting for 15 years. Change all of the fluids and get some lubrication in the cylinders and then turn the engine over by towing it or by turning the crank. Then start it. Once you have it running then you can start the repaint process. Start with something simple and also that is not very visible. Sand it or sandblast and then paint it.
