Unless someone recently started making them all you will find is NOS ones. They haven't been made new in years. On very late H4s there was a plastic insulator used in place of those but I've never found a IH part number for it or been able to find them NOS. I have a round black plastic insulator I turn down to fit and use in place of the fibre washers. Email if interested.
