The chains can be purchased at a Tractor Supply store or dealer. They generally are not for leveling the bush hog, but are used to hold the front at a specific height. I think on your 9n, you do not have position control on the hydraulic arms, and they can leak down and lower the front of the mower causing the digging in you mentioned. The chains will hold the weight of the front of the mower and the rear wheel will support the back. Adjust the chains and wheel height so it is level at the height you want to mow. Basically the chains go from the front of the mower to the top link fitting at the tractor. As for the mower swinging back and forth, get a stabilizer arm for around $20. This is a simple steel bar which attaches to one of the lower 3 point pins on the mower, and the other end attaches to a fitting on the bottom of the axle. This will steady the mower and stop the flopping around. You may already have the under axle fitting. It is usually on the right side. If not, it can be added.
