A cave works well, ya I know you don't build them you buy them. My place has 3 of them. But if your not lucky enough to have a cve a lager water tank that is dug in/covered with dirt works well and is cheap if you can find an old water tank. Or a large calvet with one end open with a steel door also works well but may also be hard to find. Then of course there the good old cement shelter but that costs a lot of $$
