The end of that screw has to be agaist the spring and in some cases has to push it over some to get the gov. to settlte down. I'm also thinking about fuel delivery and float setting in the carb. If it's starving for fuel, it could react as your tractor does. You might want to check the float level, it should be set at 5/8" below the top edge of the bowl[ on the DLTX 8 carb} If you would e-mail me directly, I will scan some pages from my manual and get them to you.
