Lot of factors here. For starters just because a tractor doesn't have a tag I wouldn't be worried about it being hot to the touch. This can be better determined by knowing who you are dealing with. Some Farmers and operators don't realize the importance of having that number when you are looking up parts. Thusly if they damage the tag in use they don't think anything of it. Years pass tag falls off tractor changes hands a couple of times etc. Another factor is some tractors the location is conducive to being lost. LA John Deeres had the tag where your right toes will rub it off over time. Farmall F series had the tag on the tool box that tended to rust out. CASE was screwed to the dash and was easy to remove and sometimes get lost. Also keep in mind some tractors didn't have a tag at all and the number was stamped into a casting somewhere on the tractor. Allis, Ford and Cockshutt come to mind here. Hope this answers your curiousity. jt
