It's probably simple economics.
Think about what a yard of concrete costs.
Now think about how long it takes to mess with a
yard of rocks, collecting, placing, etc.
The man-hours would be better spent doing something else.
Rather than have a worker collect and place a yard
of rocks, just order another yard of concrete.
